Dr. Abdullah ÇALIŞKAN was born on March 16, 1974, in Ankara, Türkiye. He completed his primary, middle and high school education in Ankara. After graduating from the Department of Business Administration at the Middle East Technical University (METU) with honors degree, he started working as a consultant at BEL-KO, a subsidiary company of Ankara Metropolitan Municipality.
During the Virtue Party (FP) congress process, he served as a Manager at the Political Research Center (PAM) for the Reformist Movement within the party. He worked as a Budget and Planning Specialist at Beğendik Inc. and later as a Project and Foreign Trade Manager at OSTİM Industrial Investments Inc. He made business visits to Iraq and Iran.
During this time, he was among the four candidates nominated for the Presidency of the Youth Branch at the AK Party Headquarters. He served as the Deputy Chairman of the Youth Branch in the Economic and Financial Affairs and Foreign Relations Units. He represented the AK Party with official visits to the United Kingdom, Belgium, France and China. He coordinated the invitation of foreign guests from 40 countries to the Congress of the AK Party Youth Branch.
He completed the MBA program at Başkent University in 2003. In 2004, he started working as a Grants Manager at the Central Finance and Contracts Unit (CFCU) which was affiliated with the Prime Ministry Undersecretariat of Treasury. He made intensive efforts for the effective utilization of grant funds provided by the European Union (EU) to Türkiye. After working in many grant programs, he served as the Coordinator of the AKKM Regional Development Program which has a budget of 90 million Euros and covers a total of 13 provinces, primarily Ağrı, Kayseri, Konya and Malatya. As part of the European Union (EU) negotiations, he participated in the negotiation team for the chapter "Regional Policy and Coordination of Structural Instruments" and attended the negotiations held in Brussels. Due to his successful work, he was appointed as the Sector Coordinator for Regional Development at the Central Finance and Contracts Unit of the European Union (EU).
In 2006, he started working in Foreign Relations Unit of the AK Party Ankara Provincial Directorate as the Deputy Chairman. In the General Elections held on July 22, 2007, he was elected as the Member of Parliament (MP) from Kırşehir. He became a member of the Parliamentary Assembly of the Union for the Mediterranean (PAUFM) and the Internal and External Affairs Committees. After serving as the Coordinator for the Organization of Yozgat and Niğde provinces at the AK Party Headquarters, he became a Chief Advisor to the Party Chairman.
In the General Elections held on June 7, 2011, he was re-elected as the Member of Parliament (MP) from Kırşehir. He became a member of the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE) and the Foreign Affairs Committee. As a representative of AK Party and the Grand National Assembly of Turkey (TBMM), he made official visits to the United States, Afghanistan, Germany, Austria, Azerbaijan, Belgium, Morocco, France, the Netherlands, Italy, Kuwait, Hungary, Macedonia, Egypt, Serbia, Syria, Tunisia, Turkmenistan, Ukraine, Jordan and Greece. He has signed 12 draft laws adopted by the Grand National Assembly of Türkiye (TBMM). He completed the establishment of the Parliamentary Assembly of South East European (Balcan) Countries.
In 2013, he completed his doctoral program in Management and Organization at Başkent University with a thesis titled "Changes in Public Organizations during the Process of Accession to the European Union."
In 2016, he conducted the establishment work of the Turkic World Parliamentary Foundation and became the founding Vice-Chairman of the Board of Directors. In 2020, he became the Chairman of the Board of Directors. He was re-elected as the Chairman in 2023. He is married and has three children. He is highly proficient in English.
